NEC KUTANGAZA MATOKEO NDANI YA SAA 24




PRESHA imezidi kupanda Igunga. Wakati Tume ya Taifa ya Uchaguzi (NEC), ikiahidi kutangaza matokeo ya ubunge katika jimbo hilo ndani ya saa 24, vyama vitatu vikubwa CCM, Chadema na CUF vimeendelea kushutumiana kila kimoja kikidai kuhujumiwa.Usiku wa kuamkia jana, CCM kikiwatumia walinzi wake wa Green Guard kiliwazingira vijana 120 wa Chadema kwa tuhuma za kuingia na silaha ili kuvuruga uchaguzi huo uliopangwa kufanyika kesho.

Wakati Chadema kwa upande wake kikidai kwamba kitendo hicho cha CCM ni kiwewe cha kushindwa uchaguzi huo, CUF kimekuja na tuhuma nzito dhidi ya Nec kwamba inakiandalia ushindi chama tawala, CCM.

Madai ya CCM

Viongozi wa CCM wakiongozwa na Katibu wa Idara ya Siasa na Ushirikiano wa Kimataifa wa Sekretarieti ya Halmashauri ya CCM, January Makamba waliwavamia vijana hao wa Chadema waliokuwa ndani ya magari manne ya kukodi kuelekea Igunga.

Tukio hilo lilitokea jana saa 10:00 alfajiri katika kizuizi cha magari cha Tinde- Shinyanga baada ya CCM kupata taarifa kwamba vijana hao walikuwa katika mabasi hayo ya kukodi wakiwa na mapanga kwa ajili ya kufanya fujo katika uchaguzi.

Baada ya kupata taarifa hizo, January akiwa viongozi wengine, Makamu Mwenyekiti wa UVCCM Taifa, Benno Malisa, Mjumbe wa Kamati Kuu ya UVCCM, Hussein Bashe na Mbunge wa Sumbawanga Mjini, Khalfan Aeshi, waliongoza vijana wenzao wa Green Guard na kuzingira magari hayo.

Mabasi hayo yalisimama katika kizuizi hicho cha polisi saa 7:00 usiku wakisubiri kupambazuke kutokana na sheria kutoruhusu mabasi kusafiri usiku.

Msafara wa magari saba wa CCM uliondoka Igunga saa 9:00 usiku kuelekea kwenye kizuizi hicho cha Tinde lakini kabla ya kufika, waliona gari la polisi likiwa limeegeshwa umbali wa mita 200 kutoka katika kizuizi hicho wakasimama na kujitambulisha.

Kutokana na unyeti wa tukio hilo na sababu za kiusalama, polisi waliwashauri viongozi hao wa CCM wasiende katika eneo hilo hadi kupambazuke na wakati huo polisi nao wakiongeza nguvu.

Kulipoanza kupambazuka, vijana hao wa Chadema wakiwamo wasichana wawili waligundua kuwa wamezingirwa na kuamua kushuka katika mabasi hayo.

Vijana wa CCM waliwadhibiti na walipowahoji walikiri kuwa wao ni wafuasi wa Chadema na wanakwenda Igunga kama mawakala wa chama hicho na si vinginevyo.

Hali katika eneo hilo ilizidi kuwa tete ilipotimu saa 1:00 asubuhi baada ya vijana hao kusikika wakiwasiliana na viongozi wa Chadema Igunga na kuwajulisha kuwa wamezingirwa na vijana hao wa CCM.

Ili kuepusha vurugu, polisi waliamua kuwarudisha vijana hao kwenye mabasi waliyokuwamo na kufanya upekuzi. Taarifa zilizopatikana baadaye jana zilisema kuwa hawakukutwa na silaha yoyote kama ilivyokuwa ikidaiwa na CCM.

Akizungumza na waandishi wa habari katika eneo hilo, kiongozi wa kundi hilo, Devota Ngaiza alisema: “Sisi hatuendi kufanya vurugu wala kupiga kura. Tunakwenda kukiongezea chama chetu nguvu wakati tunaelekea kipindi cha lala salama na tunawahakikishia tutabadilisha upepo.”
Devota alisema kitendo cha viongozi wa CCM akiwamo Makamba ambaye walisema walimtambua bila shaka yoyote, kinadhihirisha kuwa unyanyasaji waliofanyiwa na polisi ikiwamo kupekuliwa ulikuwa ni maelekezo ya CCM.

Akizungumza na waandishi wa habari jana, Malisa alisema idadi ya vijana wanaoingizwa na Chadema Igunga wanatishia amani ya jimbo hilo kwa kuwa haifahamiki wanakwenda kufanya kazi gani hasa.

“Nataka niwahakikishie Chadema na umma wa Watanzania kuwa tunaifahamu mipango yote ya Chadema na UVCCM tumejipanga na tunasema tunao uwezo wa kuwadhibiti vijana wa Chadema,” alisema.

Kwa upande wake, Makamba alisema CCM hakina shaka ya ushindi kwani mtaji wake upo kwa makundi ya wanawake na watu wazima... “Wapiga kura wetu ni wale wanaopenda amani ambao ni kina mama na watu wazima, wenzetu wanalijua hilo kuwa nguvu ya CCM iko kwa kina mama na watu wazima.”

Alisema chama chake kinaamini kwamba endapo uchaguzi huo utafanyika kwa amani, usalama na bila vitisho kitashinda.

Awali, Makamba ambaye pia ni Mbunge wa Bumbuli alidai kuwa chama hicho pinzani kiliingiza vijana 600 jimboni humo na wengine 600 walitarajiwa kuingia kati ya jana na leo akidai kuwa kinajenga mazingira ya vurugu... “Mawakala wa Chadema na CCM, waliapishwa wote Septemba 27, sasa wanaoletwa watakuwaje mawakala wakati hawajaapishwa?”

Makamba aliitaka NEC ijiridhishe kuwa mawakala watakao kuwa vituoni ni wale walioteuliwa na vyama vyao na kuapishwa.
Chadema yabeza

Mwenyekiti wa Chadema, Freeman Mbowe alisema CCM wameingiwa na hofu ya kushindwa uchaguzi huo.

“Hizo ni panic (hofu) zao kwa sababu maji yako shingoni na tunachokiona sasa upo mkakati wa CCM kushirikiana na jeshi la polisi kuwatisha vijana wetu waliojitolea kuja Igunga kushiriki operesheni za Chadema,” alidai.

“Ni kweli tunao vijana na viongozi wanakuja kutoka maeneo mbalimbali ya nchi na wala si siri na walizuia kundi linalotoka Singida pia na wakazuia kundi jingine linalotoka Moshi na Arusha lakini nguvu ya umma itashinda.”

Alisema makundi ya vijana yaliyozuiwa katika maeneo ya Babati, Singida na Shinyanga ni zaidi ya 200 na kwamba matukio hayo yalitokea usiku wa kuamkia jana.

“Wamewapekua na hawajawakuta na silaha yoyote ni hofu tu ya CCM kwani wao wameleta watu wangapi hapa Igunga?”

Katika siku za hivi karibuni, CCM na Chadema zimekuwa zikituhumiana kila kimoja kupanga njama za vurugu kwa kuingiza vijana mamluki wenye mafunzo na silaha za jadi na za moto jimboni hapa.

Shutuma za CUF zaelekezwa NEC
Akizungumza na waandishi wa habari jana, Naibu Katibu Mkuu wa CUF (Zanzibar), Ismail Jussa alidai kwamba kuna zaidi ya majina 3,000 ambayo hayaonekani katika orodha ya wapiga kura iliyobandikwa katika vituo 427 jimboni hapa.

Jussa alisema mbali ya majina hayo kukosekana, wamekuwa wakipokea malalamiko kutoka kwa watu ambao wana vitambulisho vya kupigia kura lakini hawakuona majina yao katika orodha hiyo.

“Tunashangazwa na tabia hii ya Tume ya Uchaguzi ambayo imekuwa ikijitokeza katika chaguzi kuu ili kuisaidia CCM kushinda inajitokeza tena katika uchaguzi huu mdogo wa Igunga,” alisema Jussa.

Alisema inashangaza kuona NEC inashindwa kuandaa uchaguzi huo bila kuwa na makosa... “Tafsiri yetu katika hili ni kwamba NEC inaandaa mazingira ya kuipa CCM ushindi.”
Akizungumzia madai hayo, Mwenyekiti wa muda wa Nec Profesa Amon Chaliga, alisema Tume yake haijapokea malalamiko yoyote kuhusu watu ambao hawakuona majina yao katika orodha.

“Tumekuwapo hapa na jana nilikuwa na mkutano na viongozi wa vyama vya siasa, walieleza mengi lakini hilo mnalolisema hawakusema, hata hapa hatujapokea rasmi taarifa hizo,” alisema Chaliga na kuongeza:

“Kama kweli kuna matatizo basi watuletee majina hayo maana hapa tuna wataalamu wa masuala ya kompyuta wa Tume na wanaweza kurekebisha kila kitu hapahapa na hao wanaodaiwa kutokuona majina yao wakapiga kura.”

Kwa upande wake Msimamizi wa Uchaguzi wa Jimbo la Igunga, Protas Magayane alisema majina yaliyoripotiwa kuwa na matatizo wakati wa uhakiki ni 22 tu na kwamba matatizo yao yameshatatuliwa.

Nahodha, RC, DC lawamani
Katika hatua nyingine baadhi ya viongozi wa vyama vya upinzani wamekosoa hatua ya Waziri wa Mambo ya Ndani, Shamsi Vuai Nahodha, Mkuu wa Mkoa wa Tabora, Fatma Mwasa na Mkuu wa Wilaya ya Igunga, Fatma Kimario kuonekana wakiingia katika makazi ya muda ya CCM.

Viongozi hao wamekitafsiri kitendo hicho kuwa ni ishara ya Serikali kukisaidia CCM na kwamba kufika kwao katika makazi hayo yaliyopo katika Hoteli ya Peak ni kwa ajili ya kupanga mikakati ya ushindi ya chama hicho.

Juzi asubuhi viongozi hao walionekana wakiingia katika hoteli hiyo walipo viongozi wa CCM wakiongozwa na Katibu Mkuu wake, Wilson Mukama na kukaa kwa muda kabla ya kuondoka.

CCM kwafukuta
Kitendo cha January na Aeshi pamoja na makada wengine vijana wa CCM kwenda ofisi za Chadema kimechafua hali ya hewa ndani ya chama hicho hapa ikielezwa kwamba kitendo hicho hakikuwa na baraka za chama.

Katika tukio hilo, wafuasi wa Chadema walimteka kwa muda Aeshi wakimtuhumu kukichafua chama chao. Inadaiwa kuwa pamoja na nia nzuri ya viongozi hao vijana wa CCM, yaliyojitokeza hapo yalizidi kuchafua upepo wa chama hicho.

Matokeo ndani ya saa 24
Kwa upande wake, NEC imesema itafanya kila linalowezekana kukata mzizi wa fitina kwa kumtangaza mshindi usiku wa kuamkia Jumatatu, Oktoba 3, mwaka huu.Profesa Chaliga alisema hatua hiyo inalenga kuepusha vurugu au kuwapo kwa vitendo vya uvunjifu wa amani ambavyo husababishwa na matokeo kuchelewa kutangazwa.

Profesa Chaliga aliwaambia waandishi wa habari kwamba ikiwa hakutakuwa na mvutano katika chumba cha kujumlishia kura, hakutakuwa na sababu za kuchelewa kutangaza matokeo.

“Tunaamini kwamba kila kitu kitakwenda sawa na kama hivyo ndivyo, basi hakutakuwa na sababu ya kuchelewesha kutangaza matokeo... na kila uchaguzi mdogo uliofanyika, imethibitika kwamba matokeo yanaweza kutangazwa mapema,” alisema.

Kauli hiyo iliungwa mkono na Magayane ambaye alisema: “Tutajitahidi na ikiwezekana tutangaze matokeo ya uchaguzi usiku huohuo.”

Wizi wa kura
Akizungumzia madai ya wizi wa kura, Profesa Chaliga alisema mfumo wa usambazaji wa vifaa, upigaji kura, kuhesabu na hata kujumlisha hauruhusu wizi wa kura, isipokuwa tu kama mawakala wa vyama vya siasa hawatafanya kazi zao ipasavyo.

"Hawa mawakala wana wajibu wa kulinda maslahi ya vyama vyao na wagombea wanaowawakilisha, hawa wanashiriki katika mchakato mzima wa uchaguzi, lazima wafanye hivyo ili kuhakikisha kwamba taratibu zinafuatwa,” alisema Profesa Chaliga.

Kuhusu madai yaliyotolewa na Mbowe kwamba kuna masanduku ya kura bandia ambayo yamefichwa katika moja ya nyumba mjini Nzega, Profesa Chaliga alisema NEC haijapata taarifa.

Alisema masanduku hayo kama yapo hayawezi kupata fursa ya kuingizwa kwenye mfumo rasmi wa upigaji kura isipokuwa tu ikiwa mawakala wa vyama, polisi na wasimamizi wa uchaguzi watakubaliana kwa umoja wao kukiuka sheria na kuruhusu hali hiyo.

“Sasa hapo ndipo nasema kwamba mawakala na polisi wanatakiwa wafanye kazi yao, masanduku ya kura yanapokusanywa yanasindikizwa na mawakala wa vyama wanaokuwa katika vituo ukusanyaji wa masanduku unapoanzia, sasa kama hawawezi kutekeleza wajibu wao, basi hayo yanaweza kutokea, lakini mfumo wetu ni imara,” alisema Profesa Chaliga.

Purpose of the Position

Job Title: Project Coordinator Energy Serving Cook Stoves
Reports to: Senior Program Manager
Location: Arusha

Purpose of the position:
To provide technical support in initiation, development, and implementation of the Energy Saving Cook Stoves project in consultation and collaboration with relevant ministry and community in line with professional rules and guideline as per World Vision Policies

Major Responsibilities

· In consultation with Livelihoods specialist and National food Security Coordinator to ensure successful implementation of a user Assessment Survey in the targeted pilot ADP’s
· Ensure that a successful stove assessment involving different stove models is done in the pilot Districts and appropriate recommendations are done
· Ensure that a successful supply chain strategy is designed to meet community demand for improved cook-stoves in the long run
· Ensure development of an appropriate marketing and education campaign strategy that will create awareness and necessary promotion activities for wider outreach to the targeted communities and beyond
· Participate in all regular and coordination meetings related to Energy Saving Cook Stoves with key partners and consortium
· Coordinate the Development of a full scale proposal based on the pilot phase and the lesson lent from the same
· Document and all information share related to energy Savings Cook Stoves project


Qualifications required:
· Bsc in Environmental Management, Climatology, Forestry, Agriculture or related field with at least three years relevant experience. A Masters Degree is an added advantage.

Job Title: Health, Nutrition and HIV and AIDS Manager
Reports to: Program Development Director
Location: Arusha

Purpose of the position
Provide technical support and coordinate the implementation and integration of Health and HIV&AIDS programs by ensuring that mult sectoral approach is employed and enhance mainstreaming into community programs as per approved policies, systems, procedures and donor requirements.


● Coordinate the initiation, implementation and evaluation of Health, Nutrition and HIV&AIDS programs as well as developing a grant tracking system as per WVT and donor standards.
● Ensure integration and implementation of Health, Nutrition and HIV&AIDS programs and projects
● Review and update the Health, Nutrition and HIV&AIDS strategy and Annual operation plans.
● Identify and develop best practices and share lessons learnt with WV entities and partners
● Promote participation of children and women in Health, Nutrition and HIV&AIDS programming
· Liaise with World Vision sub-region, regional and support offices for Health and HIV/AIDS programming, strategic developments and documentation /sharing best practices
· Conduct Operation Research on WVT field work to contribute to Health, Nutrition and HIV&AIDS programming Knowledge and skills. Engage in concept papers/proposal writing for fund raising and market them with Support Offices and other donors
· Continuously access, research, evaluate and promote best practices and resources in Health, Nutrition and HIV&AIDS interventions.
· Ensure that all aspects of the project development, funding concepts and proposals are accurate and professionally prepared Works with the Program Development Director to ensure a high performance management culture, open trustworthy relationships and integrity to enhance smooth staff relations and accountability.
· Prepare Manuals and guidelines for staff and community training in Health, Nutrition and HIV&AIDS programs
· Develop/support TOT/TOF training networks in Health and HIV&AIDS
· Assist in capacity building of CBOs, Church/FBOs, CCCs and other community group
· Coordinate development and submission of Health and HIV&AIDS finance and progress reports to SOs and other donors.
· Prepare and submit monthly and quarterly activities reports

● Work with senior leadership for Health, Nutrition and HIV&AIDS positioning, and innovative visions for WVT programs.
· Networking with other organizations to implement and document best practices to promote WVT learning
· Work with other sector specialist within and outside WVT to implement a Health and HIV&AIDS learning system to document, assess, share and replicate:
· Liaise with other organizations and WV National Offices to collaborate in standard setting, materials development, and learning activities
· Manage the WVT material and financial resources to ensure Stewardship and accountability in the Program Development Division.
· Provide spiritual support to staff of the division and reinforce the Core Values to enable understanding of WV operations and culture.


Qualification Required
· Masters Degree in Medicine or other Health Sciences with 10 years practical experience in Public health including HIV/AIDS with a reputable organization with at least three years experience in program planning, implementation, monitoring and evaluation of Health and HIV&AIDS programs

Job Title: Health, Nutrition Technical Project Manager
Reports to: The Technical Manger will report to the Zonal manager with matrix reporting to Health and Nutrition Manager and Associate Director Programme Development.

Location: Central Zone


Purpose of the Position

To technical support in improving infant and maternal health through a community based participatory approach on children under two as per World Vision’s new international health strategy


Major Responsibilities

· Oversee the Irish Aid grant in country being accountable for project outputs and results as set out in the proposal and ensure the technical quality of interventions and delivery approaches
· Prepare an annual detailed implementation plan and provide 6 monthly narrative and financial reports
· Be responsible and accountable for managing the project budget.
· Analyse progress and recommend changes in consultation with staff and community stakeholders.
· Ensure good communication of project goals, progress, risks and expectations to all staff, stakeholders and partners
· Responsible for reporting to appropriate government entities using standard WV (country office) processes for inclusion of project outcomes in local and national health management information systems
· Work closely with the Head Office and other key partners to further advocacy efforts in maternal and child health in the project area.
· Provide technical input in recruitment, management and supervision of Health Development Facilitators for the project intervention area

Tanzania Cities Network (TACINE) is a Non Governmental organization founded by major cities and Municipalities of Tanzania years 2007 to work as a coordinating body on behalf of the peoples and all interested parties in the well being of the cities,TACINE is a non-profit making organ, formed to unite Tanzania cities, Municipalities to attain their common goals.

Vision: To have socially and economically health urban areas by 2025

Mission: TACINE is committed to work with stakeholders and development partners by working on resource mobilization to have cities with strong economy that support the well being of its people.

TACINE is looking for qualified and experienced Tanzanians to fill the following positions on a 2 year renewable contractual base:

1. Finance and Administrative Officer-1 Post: Key Responsibilities:

Performing day to day Administrative and financial Affairs

Compliancy with the financial principles as provided for III the Local Authorities public finance Act and the local Authorities financial Memorandum and the Zanzibar public Finance act as case may be.

Keeping books of Accounts for income and expenditure. Preparation of Annual budget in Collaboration with Technical Committee.

Effecting payments for all claims from clients of TACINE and running of activities.

Ensuring safekeeping of all funds, docusites in TACINE Back account as required by relevant laws and regulation.

Ensuring the funds are deposited in TACINE back account as required by relevant laws and regulation.

Reporting to the National Coordinator.

Preparation of reports as required by other partners.
Qualification:

Degree in Accounting fro m a reputed University Institute. Financial administration with MEA& CPA will be added advantage

Good communication skills, work experience of minimum 4 years respective field of work computer skills, ability to speak &write fluent English.


Computer literate.
Remuneration:

Attractive salary equivalent to the government scales.
Work Experience: At least 5 years.

2. OFFICE MANAGEMENT SECRETARY-1 POST: Key Responsibilities:

Performing day to day office up keeping. Cleaning and putting every property in its position.

Receiving and documenting all TACINE correspondence. Procurement and storage of office materials.

Delivering and taking messages and documents related to TACINE. Writing minutes of the mee-ing and making follow up meeting resolution implementation.

Reporting to the National Coordinator.

Qualification:

Form VI or with Diploma in secretarial skills from a recognized Institute/college.

Computer certificate in windows Microsoft office,internet,E-mail and Publisher

Good communication skills.

Rem uneration:

Attractive salary equivalent to the government scales

Work Experience: At least 5 years
